Passing Glimpse

So I'm reading my book for my Criminal Justice class and the chapter is about police and what they 'do' or how stressful their jobs are because they have to decide if they want to arrest you or let you go...blah blah blah.
Anyway the point of this is the type of keywords that are used by police. I did laugh out loud to this one,
Asshole-is anyone who questions police authority.
So does this now mean that most of the people in the United States are assholes?
Another thing that was interseting was,
Police tactics such as patrol, rapid response, follow-up investigation, and arrests don't work well to either control crime or reduce fear of crime.
It then goes on to say that more people are hiring private security.
Hmmm...is this book telling me that police are just a waste of money?
